A principal challenge of federal forest management has been maintaining and improving habitat for sensitive species in forests adapted to frequent, low- to moderate-intensity fire regimes that have become increasingly vulnerable to uncharacteristically severe wildfires. U.S. strategy for forest management adaptation to climate change: building a framework for decision making

This paper describes methods developed to (1) assess current risks, vulnerabilities, and gaps in knowledge; (2) engage internal agency resources and external partners in the development of options and solutions; and (3) manage forest resources for resilience, not just in terms of natural ecosystems but in affected human communities as well. Examining fire-prone forest landscapes as coupled human and natural systems

Fire-prone landscapes are not well studied as coupled human and natural systems (CHANS) and present many challenges for understanding and promoting adaptive behaviors and institutions. Here, we explore how heterogeneity, feedbacks, and external drivers in this type of natural hazard system can lead to complexity and can limit the development of more adaptive approaches to policy and management.
